sending into a special forces into mexico to get those and he said "stranger things have happened." we realized he offered troops to the president in mexico. so far she is declining. >> we are likely to hear from president trump directly, possibly in a few. thank you. >> aishah: the battle over immigration heating up in wisconsin where the democratic governor is defending his office's guidance for state workers if they encounter i.c.e. agents at the workplace. that guidance went out to just days before the fbi arrested judge hannah dugan for allegedly helping an illegal immigrant eve ate ice. garrett tenney is in milwaukee. he is following this for us. what was the memo the governor's office sent out to? >> this lays out what state employees should and shouldn't do if i.c.e. agents show up at their offices. their orders include asking for

the agent's names, badges, finding out why they are there, and then asking them to take a seat in the waiting area while the state worker called their agency's attorney. if they can't get a hold of the attorney, the employee is instructed to tell i.c.e. agents to come back another time, even if they have a valid administrative warrants. employees are explicitly told not to answer any of the agent's questions, get access to files or allow the agents to enter any nonpublic areas. the timing of this new guidance from the governor is notable, given that it was sent out hours after milwaukee county circuit judge hannah dugan allegedly helped an illegal immigrant evade i.c.e. agents at the courthouse. the fbi arrested them a week later. when trump border czar tom homan was asked about the directives, he said "wait until you see what's coming." >> you cannot support what you're doing, and you can support century cities, but you cross the line, that is a

felony. we will treated as such. >> that prompted the governor to release a video statement friday, saying he's not afraid of the trump administration's threats, and any suggestions he is encouraging state in place to break the law are baloney. >> the goal of this guns was simple: to provide clear, consistent instructions to state employees and ensure they have a lawyer to help them comply with all federal state laws. nothing more, nothing less. >> commenting on the timing of the release. he has no plans of getting rid of it, something state republican lawmakers are pushing to do. >> garrett tenney life for us in wisconsin. thank you. >> let's bring in "wall street journal" opinion columnist kim strassel. great to have you to kick off this hour for us.

the wisconsin governor, are you buying what he is saying after he called terms top border advisor called those chilling suggestions on what they were telling the employees of the state? >> think those comments, sandra, are pretty overblown. if you listen to what tom homan was saying, wasn't necessarily making a threat. he was repeating what has long been known, has been established by the federal judiciary. there is a balance between state and federalism when it comes to state and federal government, when it comes to immigration. and what they essentially spelled out is that states do not have to assist ice in any of its efforts, meaning hand over information or put a deep party in a red wrapped beau and hand them over, but they cannot obstruct. i think what's going to be really important here is how employees read that guidance.

hope the governor's office is spelling out that distinction to them, and not encouraging them in any way to break one of those broad general rules. ice clearly knows with those rules are. i think it's important state employees understand them as well. >> sandra: alexandra conseil cortez, her name is very much out there as a face for the democratic party. she is taunting the border czar, saying "come up for me." >> tom homan, active director of ice, said he would -- in with doj because i am using my free speech rights in order to advise people of their constitutionally guaranteed protection, and may want to do it again today. to that i say, for me. [applause] -- go to that i say, come for me.

[applause] >> your reaction to that. >> aoc does not seem to be. >> aoc does not seem to be happy unless she -- >> simply advising people that they should get an attorney is not going to land you in hot water. i think what we saw from last week, the rest of this wisconsin judge is that if you are actively engaged in helping an illegal alien evade deportation agents, that is entirely different. that's going to be up to her. she is suggesting, i think, the notion that will come get her for free speech rights is simply not correct. >> this is the dnc chair ken martin now on the optics surrounding kilmar abrego garcia, and that case, and democrat's defense of him. >> the way donald trump has approached this has been so haphazard. no, i don't think the optics are bad. standing up for our constitution, the rule of law,

and due process. every person in this country deserves due process, and that's not what's happening under this administration. >> sandra: want to ask you how that narrative is going for democrats, as we look at president trump's job performance and our latest fox news poll in, his approval rating well over 50%, 55% for border security and 47% approve on immigration. how are democrats handling this? seeming to be backpedaling a little bit on that issue. >> that's because they got out over their skis. is one thing to talk about due process, and americans do care about due process, and we have a long-established history in this country that if you put foot on this land, that there is some element of due process accorded to you. for the most part, that's happening. there's a little difference of opinion which is being settled in court over this alien enemies act, situations in that case, but they went further than that

>> a missile striking near israel's main international airport sunday hours before a vote to intensify operations in gaza. senior foreign affairs correspondent. how does israel plan on escalating its campaign? >> could be an important point in the war between israel and hamas and gaza. israel has decided taking over much of the gaza strip and stay there for an unspecified time. israeli cabinet led by israeli prime minister netanyahu said to have made the decision after the army called tens of thousands of reservists for further action in gaza. the plan is aimed at israel attaining its war goals of defeating hamas and freeing hostages still held in gaza. israel has been active in gaza since a cease-fire was ended in mid-march, regaining about half of the territory. this approach would also call for much of the population of gaza to be forced to seek

shelter further south and see israel take over humanitarian aid distribution, which now once again has been blocked. another official has said that the plan would not go into effect until after president trump's plan to visit the mid east in mid-may, and could be called off if hamas cooperated, including the release of those hostages. hamas has reacted negatively to the plan, and families with still held captives have also expressed their concern. meanwhile, late reports of israeli strikes in yemen. no more than that, an apparent response to this missile attack yesterday on the airport just outside of tel aviv. the missile hit e perimeter of the airport but still left several injured and disrupted air travel. in a video on x a short time a ago, benjamin netanyahu further backed up the reports we were talking about, describing an upcoming intense operation in

gaza, saying there will be no "coming and going," and went on to say the troops will take the territory. back to you. >> greg palkot live out of london for us. thank you. >> for more on this, let's bring in brett sadler, retired navy captain, former pentagon official, heritage foundation senior fellow. was alluding to this. i want to put it up on the screen. this is what the prime minister said about this potential reoccupation of gaza. "one thing will be clear: there will be no coming and going. we will call up reserves. they will come and take territory, pulling out and making raids on what's left. that is not the intention. the intention is the opposite." israel has been very clear about what it wants. it wants to go thing is. number one, get the hostages home. we still don't have all of them back. number two, get rid of hamas. can israel going in and taking gaza, so stu cole things?

>> it's much more tricky on trying to get hostages back through force of arms and getting them back alive. hamas has reneged on pass offers and been less than a trustworthy partner in past negotiations. perhaps the only way is through direct military action, but certainly the destruction of hamas and removing them from gaza which is also in the u.s.'s best interests, that's always going to take a clear and hold strategy on tactic. that will involve a lot more troops on the ground for a longer time to compass. this is not a surprise: i think this is inevitable. hamas continues to renege and not enter into a negotiation to peacefully withdraw. >> israel is getting hit by so many forces. that includes the houthis pickets get this big iron dome that most often works, but over the weekend one of these missiles actually got in and hit

near the airport. the trump administration come of this campaign that's been going on for more than 50 days continues, but they are not backing down. they continue to resist. does something need to change in u.s. strategy, not just for our campaign, but for the protection of israel? >> absolutely. going after the houthis -- the biden administration tried to do responsive attacks just after the launches as they're getting ready to attack u.s. ships. trump has come an end rightfully up to the volume and intensity, but that's not going to be enough. as long as iran is able to get supplies and emissions into the proxy, we will not see the end of this. one thing that is certain, the houthis for the last few decades at least since the end of the soviet union, supporters have continued to fight and have not been deterred from launching attacks. it's a matter of getting the

weapons supplied. >> what do we do about it? in the next couple of weeks, what do we need to do about this country that is really creating all of the mischief we see in the middle east? >> hopefully, the pressure of sanctions being returned and reapplied in full force, the continued support of israel as it severs the ir gc's ability to support proxies around iraq, lebanon, syria, the destruction of hezbollah stands out as a success. severing iran's ability to support its proxies is perhaps the best way forward to force them to look in words rather than supporting this global and terrorism across the world. with blood on their hands, attacking americans in the future. >> sandra: thank you for joining us and we know you will be watching this with us. we appreciate it. >> thank you very much.

competition. the white house says no final decision has been made just yet, but in a moment, we will get reaction from actor kirk cameron. max gorden is live in hollywood. can a tariff really keep these movies stateside? >> that is the big question. to put things in movie terms, his plan is getting mixed reviews. those based in los angeles or only work in the united states say this might be able to help keep films stateside, while there's also a lot of opposition within the movie industry, as more and more producers shift filming to countries outside the united states. countries all around the world now offer tax credits as high as 35%. this is luring productions away from the u.s. and especially away from hollywood. soundstages in l.a. were many movies and tv shows are filmed at a 90% occupancy between 2016 and 2022. in 2023, that went down to 69%.

last year, occupancy was only at 60%. there are a lot of questions to how a tariff on foreign produced films would work in practice, and how a foreign produced film will be defined with the globally shot and soon to be released mission impossible, the final reckoning. will tariffs be retroactive? biggest film of the u.s. so far, ""a minecraft movie"" was shot in canada. there are concerns about retaliatory tariffs. >> as we are seeing with the implications of tariffs on goods, this would be a shift into what are considered services. the u.s. is vulnerable to retaliation, because on that, we are exporting a lot more services than we are goods. >> when we are talking about services, we are talking cultural exports, things like music, video games, other pieces

dying is not only applying the financial revenues, but it is referring to the content, at least in my mind. hollywood used to be good, used to contribute to the moral fabric of our nation. paul people aren't showing up at the movies to see the ones they make. i think that trump -- so far out of the box. i think making movies here is a great idea. if ever we were to make a move like this with artificial intelligence and computer-generated imagery, you don't really have to go anywhere to make movies that take place in rome or dubai or germany or anywhere like that. we have made lots of films here and television shows. this could impact the whole all the wood industry. for so many talented, creative

top of everything, a national security threat. in his truth social post, where he claims that hollywood is dying, he said "in addition to everything else, this is messaging and propaganda. the situation was a concerted effort by other nations, and therefore a national security threat." your thoughts on that. >> well, i think that you could make that critique about any of the tariffs, saying it's insane that we can't make movies somewhere else. we could say that about products coming out of china, it's insane that that's the cheapest place we can get them. think there is wisdom at looking at the bigger picture. their higher priorities than just the economic bottom line. i don't think it's insane: i think it's a challenge if we approach it the right way, that we could have unexpected and positive benefits from it. i'm thrilled to be an actor, thrilled to be part of the hollywood industry.

i want to return to making projects in america that represents america for who she is. that's why i'm thrilled to be working on the projects that i am that of all been made here. i imagine they will continue to be. >> you talk about money and jobs on the line, we know the movie industry can be massive. billions of dollars, 2.4 million jobs in the u.s. hollywood has some strong thoughts on this. we have seen on both sides of the equation. i will finish off with this. based on everything you are hearing, and we will see where the white house goes with those, and we are getting some sense that may be, they are softening their stance on this. no final decisions on foreign film tariffs has been made, the administration exit exploring all options for preside president trump's directive to -- our national security while making hollywood great again. so you tell me, if these tariffs were enacted, would it work to bring more production back to

the u.s.? >> i don't have a crystal ball. mine broke years ago. so i have no idea what's going to happen. but i do know that the author of "the art of the deal" understands the importance of economics and successful businesses. hollywood is a huge industry. his point about it being a national threat, don't understand how important economics are to the safety of a country. if you defund the police, you are going to have chaos within your streets. if you defund a nation and the sum of its largest economic industries, you can weaken a country in ways you are not expecting, because it's not directly related to storytelling in that industry, but that money is needed to continue to be able to export the kinds of things and -- 's very interesting. we are all waiting to see what happens.

that's the actual trophy. it is interesting that you ask that. is made at tiffany's. they are leaving here until just before the actual world cup. then, it goes to the champion. we have the olympics. i worked very hard in getting both. said i'm not going to be able to be there as president, and then a strange thing happened. it turned out that i became president not for the term that i was supposed to be. i became president while we have the olympics and the world cup. we have something that maybe surpasses the 250th anniversary of our country. that's going to be a very big event, a yearlong events. thank you for the very nice question. >> you often said that you want the u.s. to be bigger, better, stronger. currently, russia is the biggest country in the world, followed by canada and then trying.

when you say you want to annex canada, is it so that it will be the biggest country? >> president trump: have never thought of it that way, although i am a real estate developer. it's going to be an architect's dream, however the architect's chosen. is going to be something special. i think it's going to be great for the area. it will be top-of-the-line. i know these people very well. they only know about top-of-the-line. i would say that more will be put into the stadium than will be put into an identical stadium of a similar size. i think they are going to do it special. because of the importance of the location, i have no doubt. please. >> can you explain how you would implement tariffs on the film industry, how that would work? >> president trump: well, that's a different story, but our film industry has been decimated by other countries. and also by incompetence, like in los angeles, the governor is grossly incompetent. has allowed it to be taken away from hollywood. hollywood doesn't do very much of that business. they have a nice sign and everything is good, but they don't do very much. a lot of it has been countries,

a big proportion. i'm actually going to meet with some. there are advantages. i'm not looking to hurt the industry. i'm looking to help the industry. they are given financing by other countries. they have given a lot of things. the industry was decimated to. if you look at how little is done in this country, we used to do 100, not long ago, 100%. now, we do very little. it's shocking. he is in so many businesses. you could explain it, but it's not a good situation. we are going to meet with the industry. want to make sure they are happy with it. it's very important. it's a big mystery, but it's an industry now that's really left, it has abandoned the usa, where it started. we will get it back. >> thanks, mr. president.

will save it. what they've done is very serious. presidents have took out hundreds of thousands of people. eisenhower, many of them. they took people out and didn't go through any of this. what we thought we would do is a self deport, where we will pay each one a certain amount of money, get them a beautiful flight back to where they came from and have a period of time. if they make it, we will work with them so maybe someday, with a little work, they can come back and if they are good people, the kind of people that we want in our company, industrious people i can love our country. if they are not, they want, but it will give them a path to becoming, to coming back into the country. if they miss that limit, they are going to be taken out of her country, and they will never get a path to come back in, and it will be a much tougher process. it's called self deportation.
